Devin Stelter was born and raised in North Dakota. After attending Bismarck State College for two years, he graduated in 2018 from North Dakota State University with a B.S. in Political Science. Devin and his wife, Meagan, moved to Salt Lake City in 2019 so he could attend law school at the University of Utah S.J. Quinney College of Law. While in law school, Devin was a legal research fellow for the Wallace Stegner Center and worked as a law clerk for the Disability Law Center and, through the Utah Indigent Appellate Defense Division, Utah Juvenile Defender Attorneys, LLC.

In addition, Devin worked with RMIC as a clinical student during his third year of law school. He graduated with highest honors from the University of Utah S.J. Quinney College of Law in 2022 and was elected to the Order of the Coif. Following graduation, Devin was a judicial law clerk for the Honorable Paige Petersen of the Utah Supreme Court. He is licensed to practice in Utah.
